What is the European Agency for Special Needs and Inclusive Education (EASNIE)?

The European Agency for Special Needs and Inclusive Education (EASNIE) is an independent organisation that helps departments of education in  member countries to collaborate. 
 
The Agency supports the development of inclusive education systems to: 
– Ensure every learner can access inclusive and equitable educational opportunities  
– Improve the lives of learners 
– Help learners take part in society

What is their vision and aim?

The shared vision  is that all learners of any age are provided with meaningful, high-quality educational opportunities in their local community, alongside their friends and peers.  
 
The main aim is to help member countries improve their educational policy and practice. This is done by combining the perspectives of policy, practice and research in order to provide member countries and stakeholders at the European level with evidence-based information and guidance on implementing inclusive education. 
 
Ireland heavily participates and continues to be involved with ongoing projects. 
 
Member countries have created many useful documents, tools and resources to support school communities which we link to on this page.

2026 marks a significant milestone

2026 marks three decades of collaboration towards a shared vision for the future of inclusive education. 
 
To mark this important year, EASNIE will host Inclusion Talks – a series of webinars exploring key themes, challenges and developments shaping inclusive education across Europe and beyond. 
 
EASNIE Director, João Costa, will host the Inclusion Talks webinars, which will bring together leading voices in the field to share insights, research and practical perspectives on inclusive education and its future.

Technical Support Instrument

Ireland is currently involved with the Technical Support Instrument (TSI).  
 
This project aims to improve the capacity of Ireland and Finland to foster inclusiveness of their education systems.

Monitoring and Evaluation Systems in Inclusive Education Policy

EASNIE country representatives work with peers from across Europe to discuss their educations systems’ 

– Key issues  
– Challenges 
– Strengths and opportunities 
 
This is done through Thematic Country Cluster Activities such as: 
 
The Monitoring and Evaluation Systems in Inclusive Education Policy (MESIEP) .  
 
This group (cluster) looks at existing monitoring and evaluations systems and their role in inclusive education policy development.  
 
It includes Croatia, Ireland, Malta, Serbia and United Kingdom (England).

Members work together to create useful resources to support school leaders and their school communities. 
 
The Voices into Action (VIA) project examined: 

– Involving the voices of learners and their families 
– How to effectively include them in decision-making.

Members work together to create useful resources to support school leaders and their school communities such as:  

BRIES – Building Resilience through inclusive Education Systems

BRIES looked at: 

– How education systems in Europe have been affected by the COVID-19 pandemic,  
– The lessons learned 
– How to turn the crisis into an opportunity to build resilience and promote well-being.
