The Regulation of Lobbying Act 2015 is designed to provide information to the public about who is lobbying whom about what. The Standards in Public Office Commission have established an online register of lobbying at www.lobbying.ie. Further information on the Act can be found at this website.

Designated Public Officials
Section 6(4) of the Act requires each public body to publish a list of designated public officials of the body.
The purpose of the list is twofold:
1. To allow members of the public identify those persons who are designated public officials; and
2. As a resource for lobbyists filing a return to the Register who may need to source a designated public official’s details

Who is the Designated Public Official in NCSE?
Designated Public Officials (DPOs) within the National Council for Special Education are:
John Kearney, Chief Executive Officer, National Council for Special Education
The appointment and role of the NCSE CEO is prescribed under Section 24 of the Education for Persons with Special Educational Needs Act 2004. The CEO shall manage and control generally the staff, administration and business of the Council, and shall perform such other functions as may be conferred on him or her by the Council.

Working Groups operating under the Transparency Code
The Lobbying Act also requires the publication of information relating to any Working Groups that are operating under the Transparency Code. Such groups, known as “relevant bodies” qualify for exempted communications from the Lobbying Act and must conduct their activities in line with the criteria set out in the Transparency Code. A suite of information relating to the work of the group must be published on the agency’s website.
The NCSE currently has no Working Groups in operation.
