The NCSE Council plays a vital role in shaping inclusive education policy and practice across Ireland. It includes professionals with expertise in education, disability, and public service.
The Council provides strategic direction and supervision to ensure that we can deliver on our mission to support children and young people with special educational needs.

The NCSE Executive, led by the Chief Executive Officer, John Kearney manages the organisation’s daily operations and services.

The Consultative Forum
The NCSE engages with the Consultative Forum on special education matters.
The Council can appoint up to 17 members through its consultation process. The Minster for Education can appoint three members.
The Forum was created under section 22 of the Education of Persons with Special Educational Needs (EPSEN) Act 2004.
About Us
History of NCSE
The National Council for Special Education (NCSE) was set up to improve the delivery of education services to persons with special educational needs arising from disabilities, with particular emphasis on children. The Council was first established as an independent statutory body in December 2003.
Our local services are delivered through our national network of special educational needs organisers (SENOs). SENOs interact with parents and schools and work with other agencies and departments in providing resources to support children with special educational needs.
